Absolute-hold property for massive environmental contributors

Currently, the strongest title an individual can hold on a property is freehold. If an individual has a debt claim, a tort claim or inheritance tax, they may be forced to sell the property.

For an individual who spent GBP 100M towards a government fund for reducing carbon emissions, they could be allowed to purchase a property in the UK worth GBP 2M, which would be absolute hold, a title which can be passed on outside inheritance tax for two generations. Furthermore, even if the individual went bankrupt, had a personal claim or tax claim against them, they would retain the property.

Such a title might be particularly attractive to high net worth individuals outside the UK who might want to have a fall-back insurance property.

It is possible to extend the scheme to the Commonwealth, for example sharing the contribution towards reducing carbon emissions with participating countries. The UK could provide an insurance back-stop. For example, if a person purchased property under this absolute-hold scheme in Canada and Canada later withdrew from this system forcing the person to sell the property in Canada, UK courts could provide compensation of up to GBP 2M from a special fund allowing the individual to purchase an absolute hold replacement property in the UK or other participating country.
